QUESTIONS FOR ORAL ANSWERS

To be raised by the Hon. Ravi Karunanayake when
Parliament meets on Wednesday 8th July 2009



1.    0068/’09
Hon. Ravi Karunanayake,— To ask the Minister of Mass Media and Information and Minister of Enterprise Development and Investment Promotion,—

(a)    Will he admit that the licenses for radio broadcasting are issued at present to Government Broadcasting Agencies and private companies under the current Sri Lanka Broadcasting Corporation (SLBC) Act?


(b)    Will he state, whether the Hon. Minister knows that the Sri Lanka Broadcasting Corporation (SLBC) is a regulated operator under the current Sri Lanka Telecommunications Act and issuing of radio broadcasting licenses under the current Sri Lanka Broadcasting Corporation Act and places the other applicants and licensees at a disadvantage and contravenes the World Trade Organization (WTO) and other international agreements signed where fair trading and equal opportunity are concerned?


(c)    Will he state whether he will take steps to repeal the provisions in the current Sri Lanka Broadcasting Corporation Act under which radio broadcasting licenses are issued and re-introduce these provisions, under the current Sri Lanka Telecommunications Act or similar?


(d)    If not, why?

Answer:

The Chief Government Whip requested for a period of One month to submit answers to the above questions.

Hon. Ravi Karunanayake,— To ask the Prime Minister, Minister of Internal Administration and Deputy Minister of Defence, Public Security, Law and Order,—

(a)    Will he inform this House the details of all fixed and mobile telecommunication licenses issued by the Telecommunication Regulatory Commission of Sri Lanka (TRCSL) in the past 02 years?

Answer:

The Telecommunication Regulatory Commission of Sri Lanka has not issued Telecommunication Licences to Fixed Telephone Operators in the past two years.

Only one Mobile Telephone Operator Licence had been issued during this period and it had been to Bharathi Airtel Lanka (Private) Limited on 12th April 2007.


(b)    Will he state—

(i)    whether these Telecommunication Licenses were issued according to the Government Tender Procedures stipulated for issuing of public property; and

Answer:

Yes.


(ii)    the revenue raised from each award of Telecommunication licenses?

Answer:

Rs. 400,000,000.00 + VAT (Rupees Four Hundred Million + VAT)



(c)    If not, why?

Answer:

Does not arise

Hon. Ravi Karunanayake,— To ask the Minister of Mass Media and Information and Minister of Enterprise Development and Investment Promotion,—

(a)    Will he inform this House the details of all TV and Radio Broadcasting licenses issued by the Ministry in the past 02 years?


(b)    Will he state—

(i)    whether these licenses were issued on a tender basis;

(ii)    the procedure adopted; and

(iii)    the revenue raised by issuing of each license?


(c)    If not, why?

Answer:

The Chief Government Whip requested for a period of One month to submit answers to the above questions.
