QUESTIONS FOR ORAL ANSWERS

To be raised by the Hon. Ravi Karunanayake when
Parliament meets on Friday 07th July 2009


1.    0032/’09
Hon. Ravi Karunanayake – to ask the Minister of Finance and Planning, –

(a)    Will he inform this House, the loans given by the Treasury to the Hotel Developers (Lanka) Limited (HDL) from 3rd August 2007 to 31st August 2008?



(b)    Will he submit to this House the letters issued by the Treasury giving terms and conditions of each loan from 3rd August 2007?



(c)    Will he state –

(i)    the capital and interest outstanding of each loan from 1997 to 31st August 2008;

(ii)    the loans of HDL guaranteed by the Government, which are payable to Japan as at 31st August 2008 an the payable date; and

(iii)    the annual net profits of HDL after interest on loans for the last 10 years to 31st March 2008 separately?



(d)    Will he further state whether -

(i)    the loans given to HDL by the Treasury from 1997 have been fully defaulted; and

(ii)    the land of the Hilton Hotels belongs to the Government as per Surrender of Special Grant Instruments Nos. 673 and 674 of July 1999?



(e)    Will he state, the reason for not making payments for the use of this Government Land by HDL or Hilton?



(f)    If not, why?

Hon. Ravi Karunanayake – To ask the Prime Minister, Minister of Internal Administration and Deputy Minister of Defence, Public Security, Law and Order, –

(a)    Will he inform this House, the names of the Government Departments that have donated more than Rs. 100,000/- for the "Api Wenuwen Api" Fund?

Answer:

  • Department of Emigration and Immigration
  • Department of Motor Traffic




(b)    Will he state, –

(i)    the cost per house built for the Forces Personnel;

Answer:

Rupees Fourteen Hundred Thousand (Rs. 1.4 Million)



(ii)    how it has been financed, and name them; and

Answer:

A loan obtained from the Bank of Ceylon



(iii)    the cost that has to be borne in full for the Soldiers or Armed Forces personnel who received the houses?

Answer:

Rupees Eight Hundred Thousand (Rs. 800,000/-)



(c)    If not, why?

Answer:

Not relevant

Hon. Ravi Karunanayake – To ask the Minister of Mass Media and Information and Minister of Enterprise Development and Investment Promotion, –

(a)    Will he admit that the licences for Television Broadcasting are issued at present to Government Broadcasting Agencies and private companies under the current Sri Lanka Rupavahini Corporation (SLRC) Act?


(b)    Will he state, whether the Hon. Minister knows that the Sri Lanka Rupavahini Corporation (SLRC), too is a regulated operator under the current Sri Lanka Telecommunications Act and issuing of Television Broadcasting licences under the Sri Lanka Rupavahini Corporation Act places the other licenses and applicants at a disadvantage and contravenes the World Trade Organisation (WTO) and other international agreements signed where fair trading and equal opportunity are concerned?


(c)    Will he state, whether he will take steps to repeal the provisions in the current Sri Lanka Rupavahini Corporation Act under which the Television Broadcasting licences are issued and re-introduce these provisions in the current Sri Lanka Telecommunications Act or similar?


(d)    If not, why?
